我国环境预警监测方略刍议

The Proposals for general Plan of Environmental Alert Monitoring in China

我国是世界上环境污染比较严重的国家,尽管我国积极倡导在环境污染损害尚未发生之前,实施环境预警监测,但往往是在污染事故发生之后,异常的环境信息才会被监测系统所捕捉到,未能真正发挥环境预警的作用。基于我国环境预警监测现状,文章旨在围绕环境预警监测的发展规划、能力建设、技术要点和信息上报等方面对我国环境预警监测的方略进行探讨,具有借鉴意义。

Environmental pollution is still more serious in China than others, although environmental alert monitoring is actively advocating before the environmental pollution. Environmental alert monitoring was often carried out after that the pollution accident has been happened, then the abnormal information was later for being captured by environmental monitoring system, so that it is failed to really play the role of early warning for environment. Based on the current situation of environmental alert monitoring in China, the development of planning, capacity building, technical key points and information release of the environment early warning and monitoring in China were discussed, coming through with reference.
