摘要
在新疆跨越式发展时期,对工业污染源实施科学有效的监管是保障环境安全与改善环境质量的基础,也是现阶段环保工作的重点要点。目前新疆环境管理工作中存在污染源信息不衔接,现有环境管理信息系统空间分析功能薄弱,跟不上形势发展需求等问题。本文以阿克苏地区为例,研发基于GIS的重点工业污染源动态管理系统,实现对重点工业污染源全生命周期的综合管理和动态监控,为地区环境管理提供空间分析和决策支持,促进新疆社会经济与环境协调发展。
In the great leap development period of Xinjiang, the effective supervision on industrial pollution sources is the foundation to ensure the environmental safety and improve the quality of the environment. It is also the key point of the environmental protection work. Now there are some problems in Xinjiang environmental management work. For example, the pollution source information is not connected; the spatial analysis function of the existing environmental management information system is weak and can't keep up with the demand for development. In this paper, Akesu area is taken as an example. The paper researches on the key industrial pollution source dynamic management system which is based on GIS and the paper realizes the whole life cycle's comprehensive management and dynamic monitoring of the key industrial pollution sources. And this paper provides the spatial analysis and decision support for regional environment management and promotes social harmonious development of economy and environment in Xiniiang.
