大型可燃液体储罐单罐单隔可行性探讨 被引量:1

摘要 针对国家安监局安监总管三[2014]68号文件"可燃液体储罐要按单罐单堤的要求设置防火堤或防火隔堤"条款在实施过程中遇到诸多问题,包括:技术要求不明确、隔堤有效容积过大、隔堤高度过高、隔堤的密封不严、隔堤内的雨水排放和含油污水排放系统泄漏点较多、老罐区改造中由于防火间距不足导致配管设计难度较大等问题进行了深入分析。对存在问题逐一给出了解决方案,系统地提出了"单罐单堤"的合理建议和相关措施。同时,结合现阶段实际情况,对大型储罐实施"单罐单堤"后,罐区面积增加率、增加值给出了计算表格和罐组内隔堤布置表格。建议对"单罐单堤"进行细化修改,以便条款规范实施。 For the "Work Safety Explorer Ⅲ[2014] No. 68 "issued by State Administration of Work Safety,the implementation of the article of "the inflammable liquid storage tanks should be provided with single dike for single tank"has met with many problems,such as no clear technical requirements,excessive large effective volume of intermediate dike,excessive height,poor sealing,many leaking points in rainwater and oil sewage drainage systems,increased difficulty in piping design because of insufficient fire protection spacing in the old tank farm area. All these problems have been analyzed and effective solutions are recommended for each problem. Single dike for single tank is proposed. After implementation of single dike for single tank for large storage tanks based upon the site conditions,the calculation table for increased rate of tank farm area and added value are given. "single dike for single tank"is suggested to be modified to facilitate the implementation of specifications.
