小微企业金融服务创新探析——基于浙江、江苏两省的调研

Analysis on Financial Service Innovation of Small and Micro Enterprises——Based on a Survey of Zhejiang and Jiangsu Provinces

小微企业融资困境是当前经济转型发展急需解决的重大课题。通过调研发现,金融机构服务小微企业的动力不足、力量薄弱,小微企业融资担保与风险补偿机制不健全,小微企业金融信息服务平台发展滞后,银企间信息不对称广泛存在是小微企业融资难、融资贵的重要原因。从被调研地区在创新小微企业信贷激励机制,完善小微企业信用担保与风险补偿机制,构建小微企业金融服务平台等方面的经验与做法,总结出加强小微企业金融服务创新的启示:一是必须坚持政府引导,二是必须坚持市场化运作,三是必须立足长远、着眼长效。

The financing predicament of small and micro enterprises is an important research task for the current economic transformation and development which needs to be solved urgently. The survey shows that such problems as insufficient drive and weak serving strength from financial institutions to serve small and micro enterprises, imperfect financing guarantee and risk compensation mechanism for small and platform for the small and micro development of enterprises information between banks and enterprises, are the major lagged micro enterprises, financial information service behind, the general phenomena of asymmetric causes for small and micro enterprises the financing difficulties and over-costly financing. Seen from the practices and experiences in the survey area regarding innovation of credit incentive mechanism for small and micro enterprises, improvement of credit guarantee and risk compensation mechanism for small and micro enterprises, and the construcfion of financial service platform for small and micro enterprises, the paper sums up some enlightenment on how to strengthen small and micro enterprises financial service innovation： we must adhere to the guidance of the government, insist on market - oriented operation, and focus on the long - term on basis of the long - term.
