新常态下社会消防管理创新发展的思考

Thinking on the innovation and development of social fire management under the New Normal

从社会消防管理改革和发展的理论和实践入手,提出新常态为社会消防管理创新发展提供较佳的战略机遇,新常态下社会消防管理应秉持降低发展速度、优化治理结构、引入社会资本、激活多元力量的创新发展路子。在确立以治理为主体的消防管理模式、完善新常态下的法律制度、加强运行机制建设、实现消防管理与公共治理的有机融合等方面进行了理论探索和思考。

Starting from the theory and practice of the reform and development of the social fire management, put forward the New Normal to provide better strategic opportunities for innovative development of social fire management; under the New N＇ormal, social fire management should lower development speed, optimize the governance structure, introduce social capital and activate multiple power. The theoretical discuss and thinking was made from aspects as fire management mode based on governance, improving law mechanism, strengthening construction of operating mechanism and integration of fire man agement and public governance.
