城乡基本公共文化服务均等化研究——以山东省泰安市为例

实施"城乡基本公共文化服务均等化",是全面深化文化体制改革的根本途径,是构建和谐社会的内在要求,也是推进城乡一体化发展的重要举措。公共文化服务均等化是公众必须得以保障的公共文化服务权益。供给财力、人力投入不足,供需不对称,服务效率低下等因素严重制约着城乡公共文化服务均等化的前进步伐。结合泰安当地实际,加大农村公共服务财力、人力投入力度,积极探索农村公共文化服务新模式,推进社会力量参与公共文化服务体系建设等优化措施,则无疑对推进城乡一体化科学发展起到重要引领作用。

Implementation of ＂equalization of basic public cultural services in urban and rural areas＂ is not only the fundamental way to comprehensively deepen the reform of the cultural system, but also the inherent requirement of building a harmonious society. Equalization of public cultural services is the public cultural service rights and interests that the public should be protected. Some factors are seriously restricting the Tai＇ an city urban and rural equalization of public cultural services pace, such as lack of investment of financial resources and human resources, supply and demand asymmetry, low efficiency of service. Combined with Tai＇ an local conditions, increasing the investment financial resources and human resources, exploring the new mode of rural public cultural services actively, and promoting social forces to participate in the construction of public cultural service system optimization measures are undoubtedly to promote the integration of urban and rural scientific development, which plays an important guiding role.
