公安数字伦理是指涉及公安管理与犯罪侦查的数字信息开发、数字信息传播、数字信息的管理和利用等方面的伦理要求和伦理准则,以及在此基础上形成的新型伦理关系,它具有强烈的自律性、普遍性,以及与公安工作规范的一致性等特点。在当前的公安工作中,滥用公安数字资源的现象比较突出,为了保障公民权利、保护公安工作秘密、维护公安机关形象等,必须注重对公安机关及民警的公安数字伦理教育。权利意识、责任意识、保密意识、公安数字技术的缺陷,以及使用公安数字技术的原则,是公安数字伦理教育的重点内容。
