基于三阶段SBM-DEA的区域绿色科技资源优化配置效率测度——以桂林市为例 被引量:5

摘要 绿色科技资源配置效率受外部环境变量和随机因素的影响。为了消除这一影响,以测定绿色科技资源配置自身运行情况,运用三阶段SBM-DEA模型,对2004—2014年广西壮族自治区14个地级城市进行了实证分析。结果表明:第三产业比重对广西各城市的绿色科技创新效率有反向影响,万人高等院校在校生对广西各城市的绿色科技创新效率有正向影响,进出口占GDP的比重对广西各城市的绿色科技创新效率的影响具有多重性。对绿色科技资源的测算结果显示,桂林市的绿色科技资源配置效率呈波动上升趋势。通过对桂林市的投入—产出冗余分析,影响桂林市科技资源配置效率的主要因素是科技资源投入不足,缺乏与科技创新成果相匹配的核心产业,科技成果转化率较低,产学研结合不紧密。因此,桂林市可通过增加教育和科技投入、发展核心竞争力产业和加强人才培养等方式来提高绿色科技资源配置效率。 The allocation efficiency of green S&T resource was affected by the external environment and random factors. In order to eliminate the influence, this paper proposed three - stage SBM - DEA based on Super - SBM model to measure the allocation efficiency of green S&T resource of 14 cities in Guangxi during the period from 2004 to 2014. This paper demonstrated that:The proportion of tertiary industry was beneficial to the allocation efficiency of green S&T resource, on the contrary the ten thousand students in institutions of higher learning played a negative role while the influence of the percentage of the import and export trade in GDP on the allocation efficiency of green S&T resource was complex. At the same time, after mea- suring the allocation efficiency of green S&T resource, the results showed that the allocation efficiency of green S&T resource in Guilin City presented a fluctuated upward trend. Besides, through the analysis of the input - output redundancy in Guilin City, this paper found that the main factors that in- fluenced the allocation efficiency of green S&T resource in Guilin were the insufficient in inputs and the lack of core industries matching with S&T, so the rate of S&T achievement conversion was low, the combination of production, education and science research was not close. As a result, the govern- ment of Guilin could improve the allocation efficiency of green S&T resource by increasing education and S&T investments, developing industries with core competitive power and fostering talent.
