能源不仅对国家发展至关重要,同时也是人类生存、生活和出行的一种基础性需求。在国际事务的研究中,能源作为安全状态的参照点由来已久。地缘政治的视角一直主导着国际能源动态的研究,在这一视角下,能源成为一种主权性商品而被关注,并与国家安全密切关联。在非传统安全的视角下,脆弱性概念更适合于处理有关国际能源获取的持续性焦虑,该视角指出能源是超越传统所关注的国家间零和博弈的一个动力。当前的能源安全已不仅仅要从国家层面考虑供应的安全,同时还涉及到人的安全、粮食安全、环境影响或经济社会发展等问题。

Energy is not only essential to the development of a countug but also a basic necessity for human survival, life and travel. In the international affairs research, energy has long been used as the reference regarding the security state. The geopolitical perspective has led the study of international energy dynamics. From this perspective, energy has become the focus of attention as a sovereign commodity and is closely related to national security. From the non-conventional security perspective, the concept of vulnerability is more suitable for the treatment of the persistent anxiety caused by international energy acquisition, the perspective holds that energy is a power surpassing the conventional zero-sum game between countries. The current energy security not only has to consider the security of supply from the national level, but is also related to the safety of people, food security,environmental impact, economic and social development and other issues.
