高职院校十三五发展规划编制的思考——以珠海城市职业技术学院为例

A Study of the Making of the 13th Five-year Planfor Higher Vocational Colleges - A Case Study of Zhuhai City Polytechnic

高职院校需要在全面认识和把握“十三五”时期职业教育发展战略环境的基础上，主动适应经济发展新常态，服务高素质劳动者和技术技能人才成长需要，对学校的发展进行科学规划。文章以珠海城市职业技术学院‘‘十三五’’规划编制为例，阐释创新、协调、绿色、开放、共享五大要素在高职院校十三五规划编制中的核心地位。

Higher vocational colleges need to make a scientific plan for their development so as to proactively adjust to the new economic norm and satisfy the growth needs of high-quality and technical talent based upon a full understanding of the strategic environment in which vocational education grows during the 13th Five-year Plan period. The article takes Zhuhai City Polytechnic as an instance and five key elements are interpreted as the core for the making of the 13th Five-year Plan for higher vocational colleges. They are innovation, coordination, greenness, openness, and participation.
