摘要
在"数据革命"时代,数据的自由流通最为关键。本文以创新视角分析了大数据背景下开放数据的概念、演变、原则等,特别指出科学数据开放对支持创新有重要意义。认为开放数据是世界发展趋势,没有开放数据,就没有创新,也就失去了发展的机遇。最后针对中国开放数据运动提出政策建议。
In the Data Revolution era, the free flow of data is critical. The paper analyzes the concepts, revolution and principles of Open Data in the Big Data environment from the perspective of innovation, points out that Open Science Data is extremely important to support innovation. It believes Open Data is the world＇s development trend. Without Open Data, there will be neither innovation nor opportunity for development. Finally it gives suggestions for China on how to practice on the Open Data.
