摘要
电力企业在工程建设、生产经营等方面,有很多项目需要借助外部系统的人力和设备资源完成,即需要采取对外发包工程的方式进行,外包队伍在给企业经营发展带来成果的同时也带来了高风险。笔者结合大唐岩滩水力发电有限责任公司多年管理外包工程实际与经验,介绍了外包工程流程化、表格化、信息化管理的思路与方法,实际应用表明,采用流程化、表格化、信息化管理,能有效控制外包工程的安全、质量、生产风险,从而将外来施工人员对企业的影响程度减少到最低,确保外包工程管理安全及质量目标的实现。
Electric power enterprises need to use human resources and equipment of the external system to fulfill construction and operation of many projects, or to adopt outsourcing contracting mode. However, outsourcing business development teams bring about not only benefits but also high risks. Based on years of practice and ex- perience of management over outsourcing projects of Datang Yantan Hydropower Co., Ltd,, this paper introduces the ideas and methods of engineering outsourcing process, form and information management. Practical applica- tion shows that the process, form, and information management can effectively control the safety, quality, and pro- duetion risks of outsourcing projects, minimize the impact of construction personnel from other companies on the enterprises, and ensure the realization of safety and quality objectives of outsourcing projects' management.
