摘要
竞争性选拔干部制度糅合了干部委任制、选任制、考任制的制度特性,在一定程度上激发了我国干部人事制度的活力,为党政机关选拔和配备了一批素质过硬、年富力强的优秀年轻领导干部。竞争性选拔是当前我国干部选拔的方式之一,但不是主要方式、唯一方式。尽管竞争性选拔干部制度改革取得了一定成效,但仍存在一些亟待解决的问题。当前有必要优化竞争性选拔制度设计,培育制度企业家的战略思维与社会技能,促进公共组织文化转型,加强干部选任权力监督,推进区域联动与部门协调,加强制度绩效评估以及干部跟踪培养,以突破竞争性选拔干部制度变迁的路径依赖,全面提升干部的公共治理能力。
Competitive cadres selection institution integrates some characteristics of cadre appointment system, cadre election system and cadre examination system. It motivates the system of cadres and personnel and provides and a/locates many excellent vigorous young leading cadres for the Chinese Communist Party and Chinese government. Competitive cadres selection institution is one of the cadres selection ways, but it is not the important or the only way. Although China has made some progress in performing competitive cadres selection institution, there are some still questions needed to be solved. Nowadays, it is necessary to take some effective measures to break the path dependence of competitive selection institution change and comprehensively boost the cadres' pubic governance ability, such as optimizing the competitive cadres selection institution, developing institutional entrepreneurs' strategic thoughts and social skills, transforming public organization culture, strengthening supervising the power of cadres election, promoting regional confederation and division coordination, intensifying institution performance evaluation and cultivating mothball cadre.
