蒙陕甘宁能源“金三角”能源协同开发研究

认为传统的以"保供"为导向的能源开发思路不能适应新要求,必须向"提质"方向转变,实施"金三角"能源系统集成。从合理确定区域定位、合理确定不同能源品种开发定位、坚持总量控制平衡、统筹化解剩余产能、加强能源协调绿色开发、统筹实施能源清洁转化利用、坚持综合共生耦合、构建协同发展的制度体系、促进互联共享融合、打造协同发展的生产组织模式等方面,提出对蒙陕甘宁能源"金三角"能源协同开发的思路。

The author believed that the traditional energy development conception of guaranteeing supplying oriented could not adapt new requirement,should transformed to improving quality oriented and implementing energy golden triangle system integration.According to aspects of rationally confirm area location and energy varieties exploitation positioning,balancing total quantity control,coordinating dissolving the excess manufacturing capacity,enhancing energy balancing and green development,coordinating implementing energy cleaning,transformation and utilization,persisting comprehensive intergrowth,establishing institutional system synergetic development,promoting interconnection,share and integration,and creating production and organization pattern of collaborative development,the authors provided collaborative development idea of Inner Mongolia-Shaanxi-Gansu-Ningxia energy golden triangle.
