摘要
经济新常态下,我国的就业既有机遇也面临着挑战。总体而言,我国的就业形势保持了基本稳定。这既是坚持实行就业优先战略,继续推行更加积极的就业政策的结果,也是经济结构更加优化、新经济新业态大量涌现以及"大众创业、万众创新"取得明显成效的结果。与此同时,我国劳动力市场也面临着诸多的矛盾和问题,包括就业结构性矛盾突出,供给侧改革引发大量转岗就业问题,科技进步对劳动力市场带来冲击,劳动力成本上升抑制用工需求和就业质量不高等。因此,就业政策必须主动适应经济新常态,增强稳增长与保就业的政策衔接,将就业稳定作为经济增长区间的下限;继续坚持就业优先战略和实施更加积极就业政策;加快推进劳动力市场供给侧改革;高度重视弱势群体的就业,提高就业扶持政策的精准度;同时将提高就业质量作为就业工作的核心,推动实现更高质量就业。
Under the background of the New Normal economy, employment in China is confronting both opportunities andchallenges. Generally speaking, Chinas employment has remained a basically stable situation. It is not only the result to implementpersistently the employment priority strategy for more positve employment policy but also the resut of optimized economic structure,massive emergence of new economy and new operational types as well as remarkable achievements in promoting "mass entrepreneur-ship and innovation". At the same time, the labor market in China is also facing a number of contradictions and problems includingemployment structural contradiction, employment problems in job transfers caused by supply-side reform, shocks brought by scien-tific and technological progress toward labor market, labor cost increase restraining employment demand, low-quality employment,etc. Therefore, it is necessary for employment policy to adapt to the new normal economy, enhance the cohesion between stable eco-nomic growth and employment boost, set employment stability as the lower limit in economic growth interval, stick to employmentpriority strategy and put more positive employment policies into effect, accelerate the supply-side reform on labor market, attachgreat importance to the employment of disadvantageous groups, improve the accuracy of employment support policy, and at the sametime, realize higher quality of employment with the improvement of employment quality as the core strategy.
