农业供给侧改革背景下农产品批发市场的功能优化分析

Analysis of Function Optimization for Wholesale Market of Agricultural Products under Agricultural Supply-side Reform

农产品批发市场是我国农产品流通及销售的主要渠道,发挥着保障农产品供应以及价格形成的基本功能。文章从我国农业供给侧改革的内涵以及农产品批发市场与农业供给侧改革的关系出发,分析了我国农产品批发市场的发展历程、功能以及存在的问题,指出农业供给侧改革要求农产品批发市场完善农产品集散和交易的基本功能,强化价格形成和降低交易成本的核心功能,以及明确信息服务和公益性的衍生功能。在此基础上,提出应在遵循农产品批发市场演进规律的前提下积极推进多种交易方式,加强农产品批发市场的信息化建设,完善法律法规体系、规范农产品批发市场运行以及提升农产品批发市场的公益性等政策建议。

The wholesale market of agricultural products is the main channel for the circulation and sale of agricultural prod- ucts in China, and it has a basic function of ensuring the supply of agricultural products and price formation. This article starts from the connotation of agricultural supply-side reform and the relationship between the wholesale market of agricultural products and ag- ricultural supply-side reform, and it analyzes the development process, functions and existing problems of Chinag wholesale market for agricultural products. It points out that the agricultural supply-side reform requires the wholesale market for China＇ s agricultural products to improve the basic functions of distribution and trade of agricultural products, strengthen the core functions of price for- mation and reduce the transaction cost and clarify the derivative functions of information service and public welfare. On that basis, this paper puts forward the policy suggestions that China should promote various transaction modes according to the evolution rules of the wholesale market for agricultural products, strengthen the informationization construction of the wholesale market for agricultural products, perfect the laws and regulations to normalize the operation of the wholesale market, and improve the wholesale market for China＇ s agricultural products as a public welfare.
