广西城市突发公共安全事件应急管理组织体系完善探析

An Analysis of Emergency Management Oorganization System for Urban Public Security Emergencies in Guangxi

广西城市近期不断出现突发公共安全事件,并展现出一系列新的特点,给经济、社会和城市的发展造成了严重的影响。广西城市突发公共安全事件应急管理组织体系存在着应急意识和能力有待提升、缺乏相关部门的支持与协作、应急管理组织结构及硬件设施不完善、应急管理人员的综合素质有待提升等问题。针对以上问题,从提升应急管理意识和能力、加强相关部门的支持与协作、完善组织结构及硬件设施和提升应急管理人员的综合素质等四个方面提出完善对策,以期能够提升广西城市应对突发公共安全事件的能力和效果。

China＇s rapid economic development increases unstability in urban areas. The recent constant occurrence of urban public security emergencies in Guangxi, which present a series of new characteristics, gives rise to serious impacts on economic, social and urban development. Emergency management organization system for urban public security emergencies in Guangxi now witnesses inadequate emergency consciousness and capacity, lack of relevant departments＇ support and cooperation, defective emergency management organization structure and hardware facilities, and low emergency management staff＇s comprehensive quality. Accordingly, efforts need to be made to improve emergency consciousness and ability, strengthen relevant departments＇ support and coop- eration, improve emergency management organization structure and hardware facilities, and emergency management staff＇s comprehensive quality as well, with a view to improving the capacity to cope with urban public security emergencies in Guangxi
