喀斯特山区土地流转与现代农业规模经营——基于六盘水“3155”工程的实践样本

Land Transfer and Modern Agricultural Scale Management in Karst Mountainous Areas——Based on Liupanshui "3155" Engineering Practice Sample

农村土地流转是解决喀斯特山区耕地资源碎片化、生产经营分散化、经济低效弱质化、农户生计贫困化的一个关键性问题。六盘水农业特色产业发展"3155"工程在政府主导与市场主体交互作用中,通过创造性实践探索并形成了以资源变资产、资金变股金、农民变股东的"三变"农业发展模式。"三变"发展不仅在加快土地资源流转,壮大农村集体经济,转化农民职业身份,化解农村"空壳村"等问题提供成功案例,而且为西部山区农业现代化与土地适度规模经营提供了一个看得见、摸得着的实践样本。

The rural land Circulation is a key to solve the management decentralization, economic weak- ness, poverty of farmers＂ livelihood and inefficient production of cultivated land resources in mountainous area of Karst debris. Under the interaction between the government and the market in Liupanshui, Program of ＂ 3155＂ engineering practice creatively explore＂ Three Changes＂ mode to turn resources into assets, funds into shares, farmers into shareholders. ＂Three changes＂ mode not only speed up the transfer of rural land, strengthen rural collective economy, transform peasants＂ occupation identity, and resolve the problem like the rural ＂empty village＂, but also provides a sample for the western mountainous area in the aspect of agricultural moderniza- tion and land scale management.
