环境责任是地方政府的重要职责。地方政府环境责任缺失导致我国环境事件频发,其表征是地方政府"公司化"、地方政府选择性执法、管理机制固化,以及地方官员权力寻租。要增强地方政府的环境责任,必须加强行政伦理教育、构建科学考评体系、健全伦理监督机制、强化环境问责机制。

The characterization is the local government corporatization,local government selective enforcement,management mechanism solidification,power rent-seeking of the local administrative staff.Strengthen the local government environmental responsibility must enhance the administrative ethical education,construct a scientific evaluation system,perfecting ethical supervision mechanism,consolidate environmental accountability mechanism.
