摘要
全面深化生态文明制度改革的进行过程可以划分为前后两个半程。前半程已经开始形成比较完善的制度体系,体制机制改革日益深入,呈现出全面性、宽领域、深入化、法治化等特征。后半程应继续坚持"四个全面"战略,贯彻落实"五大发展理念",勇于和善于破除深层次的体制障碍和利益藩篱,突出可操作性和执行力,从而取得决定性成果。进一步全面深化生态文明制度改革需要衔接好前后两个半程。
The process of comprehensively deepening reform on eco-civilization system can be divided into two seminal ones. The comparatively perfect complete system is forming along with the reformation of rules and working mechanics in the former semi-process which is featured with holist,multi-dimension,deepening and ruling by law. We should keep holding on ＂ four comprehensives strategic＂,fulfill ＂ five development concepts＂ and breaking away from deep obstacles and benefits hedges in the later semi-process so as to highlight the operability and execution and gain determinative achievement. It is necessary to link up the two semi-processes in comprehensively deepening reform on eco-civilization system.
