摘要
以兴王庄村和华西村的"精英治村"为切入点,探讨了当下"精英治村"与村民自治制度中相悖的几个问题。提出了从"精英治村"向"制度治村"转化的措施:公正选举、民主决策、规范管理、加强监督。
Taking Xingwang zhuang Village and Huaxi Village ＂s ＂ elite village＂ as the starting point, discusses several problems which happen in current ＂elite governance village＂ and the villager autonomy system. It proposed some transformation measures from ＂elite governance village＂ to ＂institutional governance village ＂： fair election, democratic decision- making, standardized management, and enhanced supervision.
