经济新常态下,为了规范农村劳动力转移就业,必须进行农村劳动力资源状况调查,加强农村劳动力转移就业职业技能培训管理,包括定点培训机构管理,培训对象和时间,开班程序,日常监管及考核鉴定,台账管理等,同时要加强培训补贴资金管理和监督管理,确保"农村劳动力技能就业计划"的顺利实施。
