摘要
春运现象由来已久,2006年以前,铁道部曾运用价格机制调节春运客流,却并未达到预期的"限客分流"、"削峰平谷"的作用.本文通过分析我国铁路客运现状证明我国现阶段春运期间火车票价仍然维持现状已经不再符合市场规律.通过研究国外铁路定价系统和我国民航票价理论,提出阶梯票价和反向客流补偿的设想,并进一步从市场、政策以及技术等方面论证我国春运期间火车票价实行浮动价格的可行性.
As we all know that the transportation problem during the Spring Festival is difficult to solve. Before 2006,the Ministry of Railways had utilized the fare mechanism to adjust the Spring Festival passenger flow. But it didn＇t work. This paper shows that the current situation of China’s rail fare during the Spring Festival is no longer suit the market rules. Through research on other countries＇ rail fare system and civil aviation＇s fare strategies,this paper puts forward the ladder fare and compensating fare for the reverse flow. Floating charges are argued to be feasible to solve Spring Festival transportation from market,policy and technology.
