By researching the large discharge system and evaluation system of Xiaoyi City, the paper establishes the method system of evaluating the urban comprehensive inter-logging prevention capacity, undertakes the inter-logging risk evaluation of the district, so as to achieve the mainte-nance of urban inner-logging safety, so as to minimize the damages caused by the inner-logging.
