新预算法对地方高校政府采购的影响及对策

Influences of New Budget Law on Government Procurement in Local Colleges and Countermeasures

2015年1月1日我国开始实施新预算法,这对我国政府采购产生了一定的影响,也对地方高校政府采购提出了新的要求。近年来地方高校政府采购中存在思想认识不足、缺乏专业工作人员、采购周期漫长、注重招投标忽视履约管理等问题。为促进政府采购工作在新环境下高效、有序运行,地方高校应不断学习提高认识,加强采购人员专业素质建设,强化监督,提高资金使用效率。

In January 1,2015 China began to implement the new＂Budget Law＂,which has a certain impact on the government procurement in our country,and also has new requirements for local colleges and universities. This paper tries to interpret the present situation of the government procurement in local colleges and universities in recent years,to analyze the problems in lack of ideological understanding,professional staff,long procurement cycle,and negligence of performance management. This paper tries to put forward some suggestions on improving understanding, strengthening the personnel quality, strengthening supervision and efficiency in the use of funds and other measures,so as to promote the government procurement work in the new environment.
