高等教育的发展和运行与权力紧密相连,其权力主体从早期的以教会和政府为主,演变到学术、市场等多元主体参与,呈现出从单一到多元化的发展趋势。我国的高等教育自西方移植,由于政治制度的变革和社会宏观环境的转变,高等教育的权力结构也发生着协同式变化,但总体上仍以政府权力为主导。高等教育强国战略的推进,迫切需要增强权力结构的开放性,推进治理结构改革,进一步增强大学的办学自主权和学术权力的主体性,优化相关机制,促进外部市场权力的参与。

With the advance of thepowerful nations higher education strategies, It is imperative to enhance the openness of the power structure, boost the governance structure reform, further improve the universitys autonomy and the subjectivity of the academic power, optimize the relevant mechanisms, promote the participation of external market power.
