摘要 学分转换是实现学生流动、促进高等教育资源合理配置的有效途径。"欧洲学分累积和转换体系"(ECTS)和美国北卡罗来纳州"全面学制衔接协议"(CAA),是欧洲和北美地区具有代表性的学分转换体系,并且各自都形成了较为成熟的运行策略。其实践经验在理念构建、制度保障、行动落实等方面对我国加快建设学习型社会、构建惠及全民的终身教育培训体系具有重要的借鉴意义。 Credit transfer is an effective way for student turnover and rational allocation of higher education resources. "European Credit Transfer and Accumulation System" (ECTS) and "Comprehensive Articulation Agreement" (CAA) in the North Carolina of America are representative systems of credit transfer in Europe and North America, and have both formed their comparatively mature operation strategies. Their practical experiences have significant reference for accelerating the building of a learning-oriented society and establishing a life-long education training system that benefits all in the areas of concept construction, institutional guarantee, action implementation, etc.
