存量规划中公众参与途径分析——基于欧洲城市更新脉络

存量规划需要多元主体参与。欧洲城市更新的经验表明,单纯的政府主导、忽视不同主体的参与,将导致诸多问题。存量规划中公众参与具有利益诉求多元性、产权关系复杂性和参与需求广泛性的特征,应该引导由政府、居民、社会部门分化而成的多元主体参与存量规划,建立多层面的公众参与途径,实现规划中主体权利有效运用,增强社会凝聚力。

It is necessary to encourage multi - subjects to take participation in stock planning. The experience of urban renewal to urban renaissance indicates that it would lead to many problems if government ignores different subjects participating. It has three characters of public participation in stock planning： diversified interests, complicated property relations and widespread demand of participation. It should encourage multi -subjects including government, citizens, social sector, etc. to take part in stock planning, establishing multi- approach of public participation, to fare use fight of subjects, and to strengthen social cohesion.
