论公共领域对当代中国政治生态建设的影响及启示

On the influence and enlightenment of the public sphere on political ecological construction in contemporary China

良好的政治生态是政治发展追求的目标。公共领域作为公众话语表达和舆论监督的政治参与平台,对国家政治生态建设具有重要的促进作用。当下中国,"私民意识""顺民意识"和"官本位意识"等因素严重制约了民众政治参与的积极性,并产生了不利于政治生态建设的消极影响。作为一种公众"在场"的参与型民主政治,公共领域就是要使决策者接受公众的审视,让权力在阳光下运行。为此,党和政府应该大力提升公众政治参与意识和参与能力,完善公众话语表达的制度保障和法律保障,主动加大政务公开力度,积极利用舆论监督优化政治生态。

The excellent political ecology is the goal of the pursuit of political development. As a platform for political participation in public discourse and expression of public opinion,public sphere plays an important role in promoting the construction of national political ecology. Private consciousness,obedient consciousness and official standard consciousness and other factors seriously restricted the enthusiasm of people ＇ s political participation in present China and produced the negative impact on political ecological construction. For this purpose,the party and government should vigorously promote the public political participation consciousness and ability,perfect the public discourse system security and legal protection,take the initiative to open government affairs and actively use public opinion to optimize the political ecology.
