摘要
近几年,学术界对长期护理保险的研究逐渐增多,但对长期护理保险进行绩效评价的研究却并不多见。文章尝试构建绩效评价指标体系,以青岛市为例进行分析后发现,其制度运行总体良好,但其筹资公平性和服务机构人员的个人发展与个人待遇方面有待进一步提高;建议青岛市在规范长期护理保险的发展中建立起更加科学合理的筹资机制。同时,根据经济发展水平,适当提高服务机构人员待遇水平,积极引导其明确职业生涯规划。
In recent years,the academic study of long-term care insurance is on the increase gradually,but the evaluation of the performance of long-term care insurance does not cope with this trend. This paper tries to construct a index system for performance evaluation,By taking Qingdao as an example,it is found that the system runs well,but its financing fairness and service for personnel's personal development and personal benefits remain to be further improved. Therefore,it is advised that more scientific and reasonable financing mechanisms be set up in Qingdao in the normative development of long-term care insurance,at the same time,according to the level of economic development,treatment of personnel for service should be raised,and their career planning should be actively and clearly guided.
