人民政协民主监督职能的形成与社会主义协商民主的探索步伐始终互动前行。加强协商民主建设是强化政协民主监督职能的必要条件,强化政协民主监督职能是加强协商民主建设的现实要求,政协在履行民主监督职能时,必须践行社会主义协商民主的基本原则。社会主义协商民主与政协民主监督的价值关联体现在制度、议政、法治和文化等方面,起到了促进地方经济社会发展、管理社会冲突、优化司法实践以及提升群众对参政党的理解度等作用。

The supervisory roles of the CPPCC have always been developed interactively with the exploration of socialist consultative democracy. Strengthening the development of consultative democracy is the prerequisite for reinforcing the CPPCC＇ s roles of democratic supervision, while the latter is the practical requirement of the former. When performing its roles of democratic supervision, the CPPCC must follow the basic principles of socialist consultative democracy. The value interrelation between socialist consultative democracy and the CPPCC＇ s democratic supervision is shown in different aspects, such as institution, discussion of government affairs, rule of law and culture, and plays the roles in facilitating the development of local economy, controlling social conflicts, optimizing the judicial practice and improving people＇ s understanding of the participating parties.
