分布式光伏发电系统是我国大力支持的光伏发电应用领域,在国家和地方多层面政策的支持下,分布式光伏发电的市场发展仍远低于预期,投融资难是制约我国分布式光伏发电发展的主要因素之一。德国和美国是全球分布式光伏发电市场的领头羊。本文研究分析了德国和美国两种不同激励政策体系下的分布式光伏发电投融资政策及其创新的商业模式和投融资模式,总结分析了其促进分布式光伏发电发展的投融资政策经验,提出了促进我国分布式光伏发电发展的政策建议。

Although the government has issued a series of incentive policy to encourage distributed PV market, the development of distributed PV market is still much lower than expected. Investment and finance is one of major barriers for distributed PV market development. Germany and USA are leading countries in global distributed PV market and have very different incentive policy mechanisms. This article researches their different incentive policy mechanisms and related model innovations on distributed PV business, investment and finance, analyzes their policy experience on promoting distributed PV development. Finally, it provides the policy suggestions for Chinese distributed PV development.
