府际间区域旅游合作的发展性评价框架研究

Developmental Evaluation Framework of Inter-Governmental Regional Tourism Collaboration

本文遵循发展性评价理论的思想,构建了以关键性因素、合作关系、合作机制、绩效结果及合作管理为基本评价维度的府际间区域旅游合作发展性评价逻辑模型及指标体系,这些评价维度比较好地反映了府际间区域旅游合作的运行与绩效情况,是区域旅游合作发展性评价基本的内容。对这些评价维度和指标的衡量,将有助于优化区域旅游合作过程,提高区域旅游合作绩效。为了有效推进区域旅游合作发展性评价的实施,本文还分析了区域旅游合作发展性评价的主体-评价者的职责、工作和应掌握的管理技巧以及区域旅游合作发展性评价可以用到的方法-观察法、访谈法和问卷调查法。

To date, no evaluation frameworks are specifically targeted at evaluating regional tourism collaboration. Following a discussion and definition of regional tourism coUaboration and developmental evaluation theory, the paper proposes a framework for assessing inter-governmental regional tourism collaboration in order to： improve regional tourism collaboration practice in progress, and suggest lessons for future regional tourism collaboration work. The proposed assessment approach is participatory and developmental based on developmental evaluation theory. Targets of assessment include preconditions and success factors, collaboration relationship, collaborative mechanism, outcomes and performance and collaboration management. Indicators and associated methods are proposed for each of these. The framework can also be used to enhance the theory and practice of regional tourism collaboration.
