重点人口管理是公安机关开展预防、发现和控制犯罪的一项专门工作,是公安基层基础工作的重要组成部分。随着人口流动的加速,原有的人口管理模式已很难适应新形势、新任务的需要,重点人口管理工作中的薄弱环节和新的问题也逐渐暴露出来。加强重点人口管理,必须从管理的全面化、科学化、常态化和共享化等方面入手,完善管理机制,落实好重点人口的管理工作。
