摘要
基于循环经济视角,借鉴欧洲统计局物质流账户的分类体系,在整理各类统计年鉴分散数据的基础上,采用物质流分析方法对以陕西省为例的区域物质流状况进行系统、全面地分析。从物质的输入、输出、消耗三个层面核算了2000-2013年陕西省经济系统的物质流规模、结构、强度、效率的变化情况。结果表明:陕西省经济发展对资源,尤其是化石能源及矿产资源的依赖程度较高,伴随着经济的较快发展,生态环境压力也在持续加大,"高投入、高污染、低效率"的传统线性经济发展模式亟待转变,积极有效实行以"减量化、再利用、再循环"为原则的循环经济政策,调整产业结构、推进技术创新,提高资源利用率是实现陕西省社会经济持续发展的根本途径。
This paper is based on the perspective of circular economy, referenced from European Statistics material flow accout classification system, on the basis of all kinds of scattered statistical yearbook data, used the method of material flow analysis and take Shaanxi Province as an example to make a comprehensive analysis of regional material flow system. The paper analyzes the changes in scale, structure, strength, efficiency of material flow in economic system of Shaanxi Province from 2000 to 2013, respectively from the three aspects: input, output, and consumption. Analysis results show that: economic development of Shaanxi Province has high degree dependence on resources, espcially fossil energy and mineral resources. With the rapid development of economy, the ecological environment pressure continues to increase. The traditional linear economic development pattern as "high investment, heavy pollution and low efficiency" is in urgent need of transformation. Positive and effective practice the principal of circular economy as "reduce, reuse and recycle", adjusting the industrial structure, promoting technological innovation and improving resource utilization are the basic way to realize the sustainable development of social and economy in Shaanxi Province.
