基于陕北黄土高原生态环境的实际情况,采用文献资料法,分析了陕北黄土高原生态补偿机制建设的重要性和紧迫性,探讨了生态补偿的发展现状及其内涵,主要从能源开发和退耕还林还草两个方面建立和完善陕北黄土高原生态补偿机制。重点分析了建立完善的生态补偿机制的责任主体、途径、标准、资金来源和立法保障等方面。生态补偿措施是生态文明建设的重要举措,有利于促进该区域经济发展与生态环境保护相协调,最大限度的实现经济的可持续发展。

Based on the actual situation of ecological environment in Loess Plateau of Northern Shaanxi Province, using the method of literature, Analysis of the importance and urgency of the construction of ecological compensation mechanism in the Loess Plateau of North Shaanxi Province, discusses the development status and connotation of ecological compensation. The paper is mainly from two aspects： The energy development and returning farmland to forest and grass, establishment and improving the ecological compensation mechanism in Loess Plateau in northern Shaanxi is very important. The paper analyses the main responsibility, establish and improve the ecological compensation mechanism, the standard approach, source of funds and legislative guarantee~ Ecological compensation is an important measure for the construction of ecological civilization; it helps to promote the economic development and ecological environmental protection coordination, and maximum achieve sustainable economic development.
