The introduction of ballet as an external dance is a kind of cultural communication. As the first metropolis to introduce western ballet art, Shanghai is both the birthplace of ballet in China and one of the main cities in which ballet art has developed in China. The development of ballet is inseparable from the cultural soil and the environment. From the perspective of city culture, the spread and development of ballet in Shanghai is analyzed, specifically the influence of city culture on the development of ballet. The cultural opportunity and development environment for the innovation and development of ballet is sorted out. It is concluded that the further development and prosperity of ballet art needs the continuation, development and innovation of corresponding city culture.
