温州养老服务发展的现状及对策

Present Status and Approaches to Old-age Care in Wenzhou

随着人口老龄化的加速发展,养老服务需求日益增长,养老压力与日俱增,现行的养老模式面临严峻挑战。温州在养老服务发展中虽然取得了一定的成绩,但仍存在着管理体制落后、社区服务功能不完善、养老服务产业结构不合理、养老服务综合水平低等问题。为促进温州养老服务事业良性发展,政府应加强顶层设计,健全制度,充分利用多方资源,培养专职专业服务团队,优化财政补助结构。

With the speeding up of population ageing, the demand for market of old-age care grows increasingly. Consequently, the pressure to serve the elderly steadily becomes larger and the present old-age care mode is confronted with supreme challenge. Althorgh achievements have been made in Wenzhou in developing old-age care, there remain some unsolved problems such as backward management system, inadequate service functions of communities, improper structure of old-age care industry, low comprehensive service level. In order to promote a virtuous development in old-age care, the government should reinforce the top level structure, complete the system, fully draw on resources from different sources, train professional and full-time service teams and optimize allowance structure.
