“反公地悲剧”与农村集体产权改革——基于温州农村个案的分析

“Tragedy of the Anticommons” and Reform of Rural Collective Property Rights——Based on a Case Study in Rural Wenzhou

农村集体产权改革是我国推进城乡一体化发展的难点问题。由于产权的不完整性,农村集体产权的行使极易陷入"反公地悲剧"。为减少"反公地悲剧"现象的发生,应采取村集体资产量化配股到人,推动农村产权交易平台建设,合理分离村集体经济职能和公共服务职能,从而保障农民的产权收益。

Reform of rural collective property rights remains a problem in furthering urban-rural integrated development. Owing to the incomplete property rights, the practice of rural collective property rights is very likely to trap in “Tragedy of the Anticommons”. In order to avoid tragedy and protect farmers＇ benefits from property rights, work should be done to quantify village collective property and allocate rationed shares to individuals, to set up the platform for rural property rights transactions to separate the collective economic function and public service function.
