社区治理背景下业主委员会的新特点、困境和对策——以合肥市S小区为例

New Features, Dilemma and Countermeasures of Ower Committee in the Context of Community Governance —— a certain community in Hefei as a example

随着社交媒体快速发展,业主委员会呈现出一些新特点。一方面网络平台提高了社区业主的公共事务参与度和对小区的文化认同,使业委会的功能多元化,但另一方面松散、不稳定的组织结构成为业委会和其他组织博弈的不利条件。文章结合合肥市S小区业委会筹建8年间与物业公司、居委会的持续冲突为例,分析当下业主委员会的新特点、成立困难、治理困境以及可能的对策。

With the rapid development of social media, owner committee presents some new features. On the one hand, internet platform improves the owners＇ involvement in the public affairs of community and cultural identity with it, which makes the function of owner committee diversification. On the other hand, loose and unstable organization is the disadvantage for owner committee to other organizations. The writer took the continuous eight years＇ conflict between a certain owner committee in Hefei and property management company and neighbourhood committee during its establishment as a example to analyze new features, difficulty in establishment, dilemma and possible countermeaures for current owner committee.
