摘要
针对民航科研成果转化影响因素多、转化率较低和缺乏成熟的遴选模型等问题,建立了民航科技成果转化遴选评价指标体系,运用层次分析法进行赋权,运用TOPSIS的基本方法,创新性引入可信度和决策阈值的概念构建了改进型遴选模型,运用该模型对民航5个科技成果转化项目进行了评价验证。结果表明,该模型能一次性对评价项目进行科学排序和可行项目的确定,通过定性和定量的结合,降低了评价过程中主观因素的影响,使评价结果更加客观,可信度和决策阈值的调整也可以适应不同的转化实体,使该模型更具有通用性。
Aiming at the problem of complex factors, low rate of transformation, lack of a mature selection model of civil aviation scientific and technological achievements transformation, the evaluation index system of civil aviation scientific and technological achievements transformation and selection is established. Using analytic hierarchy process(AHP) to empower, using the TOPSIS method, an improved selection model is constructed by introducing the concept of credibility and decision threshold, The model is used to evaluate the civil aviation 5 scientific and technological achievements transformation project. Results show that the model can be used to determine the scientific sort and feasible project of evaluation items at a time. Through qualitative and quantitative combination, the influence of subjective factors in the evaluation process was reduced. To make the evaluation result more objective, the adjustment of credibility and decision threshold can also be adapted to different transformation entities, which makes the model more universal.
