EU Network Neutrality Regulation——An Even More Opening EU Internet

2015年11月,欧盟立法机构正式通过欧盟网络中立规则,时隔不到一年,欧盟电信监管委员会出台欧盟网络中立规则实施指南,进一步推进网络中立规则的落实,这将给欧盟电信和互联网行业的发展带来深远影响。本文通过对欧盟网络中立规则、相关指南文件中具体规则前后变化的解读、分析,以及对比欧盟、美国两大互联网经济体关于网络中立原则的政策趋势,以期为我国制定互联网开放规则提供一定的借鉴。

In November 2015, the EU legislative organization officially passed the EU Cyber Neutrality Regulations, and after less a year the EU Telecom Supervision ＆ Control Committee hatched out an execution guidance of these regulations, thus further promoted their implementions. And all this woud bring far-reaching influence to EU telecom and Internet industry. This paper discussed and analyzes whole changes of the specific rules in the EU Cyber NeutraliW Regulations, and their policy trends of cyber neutraliW principles, and thus tries to provide certain reference for China＇ s formulation of the Internet opening laws and regulations.
