两岸民间组织发展路径之比较与借鉴

The Development Path of NGO —— the Comparative Analysis of Taiwan and the Mainland

民间组织与政府治理及社会组织发展在理论上必然联系,在实践中互为促进,其生成与发展路径的异同,可以带来不同的治理功效。将台湾和大陆两地比校,因台湾自下而上和大陆自上而下的生成起源不同,社会组织发展的路径也随之异同。分析历史及经济等各方面原因,可以看出,台湾地区民间组织参与"政府治理"己进入诸多领域,但也存在过于放松带来的风险;大陆的社会组织发展较为稳定,但制度体系有待于完善,公民参政意识需要进一步培育;而两地在民间组织的涉外活动和民间组织社区服务方面有很大的交织空间。

NGO, governance and civil society development are necessarily linked on theory and promoting each other in practice. The similarities and differences of their origins and development paths can bring different governance efficiency, and bring the difference of civil society development paths. By analyzing the historical and economic reasons, the conclusion is： firstly, Taiwan folk organizations involved in governance has entered many fields, but whose hands-off management may lead to the confusion of public order; Secondly, the civil society of the Mainland, whose development is relatively stable, is lack of the support of system and the cultivation of citizen participation consciousness; finally, there is much cross space in the NGO diplomacy and NGO community service between Taiwan and the Mainland.
