Basic Structure and Realization Form of Ecological Construction in Hebei District of Tianjin

以科学发展观为指导,以全面提高全民生态文明意识和整体素质为基础,以发展生态经济为核心,以改善环境质量为重点,以构建资源节约型、环境友好型社会为目标,论述了天津市河北区生态文明建设的基本原则和河北区生态文明优化发展布局,突出"商贸天地、生态城区、文化河北"三大功能定位。阐述了河北区生态文明的体系建设,强调充分发挥河北区生态与资源优势,积极实施产业结构调整,大力促进河北经济发展方式的转变,统筹规划生态环境保护、社会发展与经济建设,推动区域经济社会与资源环境协调发展,努力构建社会主义和谐城区。

Guided by scientific development view, based on improving ecological civilization awareness and overall civil quality, centered on ecological economy in the surrounding area to improve environmental quality and build a resource-saving and environmental friendly society, the paper discussed the basic principles of ecological civilization construction and the layout of optimization development on ecological civilization in Tianjin Hebei District and aimed at highlighting three functional positionings： trade and commerce district, ecological city, and cultural Hebei. The system construction of Hebei ecological civilization was stated on sufficiently developing ecological and resource advantages, actively adjusting industrial structure, vigorously promoting transformation of economic development patterns, overall planning on ecological environmental protection, social development and economic construction, and promoting coordinated development of district economic society and resource environment, in an effort to build a socialism harmonious district.
