Guaranteed quality of higher education is the precondition of scale expansion and a core problem involving whether colleges and universities can realize a comprehensive, harmonious and sustainable development. Also, it is a focus of all sectors of society and an important basis on which the state implements a macro-control of higher education. Collegiate cultural, social and economic scale benefit has correlation with higher education. So it is necessary that colleges and universities integrate and optimize their existing resources, take the path of connotation development and handle the relationship between scale, structure, quality and efficiency in order to achieve scale benefit.
