Evaluation Index System for Centralized Drug Purchasing in China

目的:建立评价指标体系,以客观评价各省新一轮药品集中采购工作。方法:结合文献研究与专家研讨会内容,以Donabedian"结构-过程-结果"三维模型为基础,构建评价指标体系。结果与结论:评价指标体系涵盖药品采购工作的8个主要方面,包括:组织领导、分类采购、药款结算、药品配送、监督管理、平台功能、试点创新、保障供应。共设有8个一级指标、11个二级指标和126个三级指标,可以较好地评价各省药品集中采购工作,可作为各省药品集中采购督导工作的参考。

Objective： To set on an evaluation index system, and so as to evaluate the practice of the new round of centralized drug purchasing in each province. Methods： Donabedian＇s structure–process-outcome model in combination with literature research and expert discussion was used to develop the index system. Results and Conclusions： The index system covered eight main aspects of drug purchasing including organization and leadership, category procurement, payment settlement, drug delivery, supervision and administration, platform function, pilot innovation as well as support supply. The index system was composed of three grades of indicators including 8 first grade indicators, 11 second grade indicators and 126 third grade indicators. Based on the index system, the evaluation of the practice of each province can be well conducted, and can be used as a reference for drug centralized purchasing supervision.
