Institutional Arrangement and Economic Ethics

经济伦理的实现必须寻求制度支持,但为何要寻求这种支持,这种支持何以可能,这种支持又是怎样的?这是当前经济伦理研究中必须明确回答的问题。作为协调经济关系的柔性约束,经济伦理单纯依靠经济主体的自律机制和社会的舆论作用等非强制性方式,就有可能被搁置、虚化而不能实现,因此它需要寻求制度支持;作为调整人与人的社会关系的强制性成文规则,优良制度的惩恶扬善培育良知、增进信任和合作、维护自由、防范或化解冲突等功能,使制度支持经济伦理成为可能。制度支持经济伦理的实现有两种方式:一是把经济伦理制度化,这可以彰显经济伦理原则、稳定经济伦理规范、强化经济伦理行动、增进经济伦理秩序等;二是提供完善的法律制度、社会经济政治制度、现代企业制度、契约信用制度等制度环境。

The realization of economic ethics has to seek for institutional support. But why should we explore the support？ How is the support possible？ And what is the support？ These are questions that must be definitely answered in the present research on economic ethics. As a flexible constraint for coordinating economic relations,economic ethics will be laid aside,become null,and fail to achieve,if it depends merely upon the non-compulsory ways,including the self-discipline mechanism of economic subject,the role of social public opinion,and so on. Therefore,the realization of economic ethics needs to seek for the support from various institutions. As a compulsory written rule for adjusting social relationships among people,good institutions can reward virtue and punish vice,cultivate conscience,promote trust and cooperation,maintain liberty,and prevent or resolve conflicts,so it is possible for institutions to support economic ethics. There are two ways to realize institutional support for economic ethics. The first way is the institutionalization of economic ethics,which can present the principles of economic ethics,stabilize the norms of economic ethics,strengthen economic ethical actions,and enhance economic ethical order. The second way is to provide institutional environment,which consists of perfect legal institution, social economic and political system, modern enterprise system and contract credit system.
