新发展观背景下北京市综合发展测评

Evaluation of Comprehensive Development of Beijing Under the New Development Concepts

基于"创新、协调、绿色、开放、共享"五大发展理念,从支撑力、驱动力、创造力、凝聚力、辐射力和承载力六个角度构建发展测评指标体系,对北京市综合发展水平进行动静态比较分析。结果显示:北京市综合发展能力目前处于领先水平,综合发展增速趋缓,进入"新常态"发展阶段;其中辐射力和凝聚力对助推北京市综合发展的影响越来越大,消费驱动占主导、创新驱动不足、承载力短板已成为影响北京市综合发展最大制约因素。

The paper builds a development evaluation system based on the five development principles：innova-tive, coordinated, green, open and shared, and also develops it in six parts ： support force, driving force, innovation force ,cohesive force, radiant ability and bearing capacity, to evaluate the comprehensive development in B from the dynamic and static angles. Evaluation results show that：the comprehensive development capacity of B is currently in the leading level, but the comprehensive development speed is slowing down, which puts the B eijing eijing eijing into the ＂new normal＂ development stage. At the same time, the radiation force and the cohesive force have increasing influence on Beijing＇ s comprehensive development. And the most critical constraints are comprehensive devel-opment driven by consumption,lacking the driving force on innovation, and short board on the bearing force.
