城市是人类文明的重要载体,长期以来,探索城市发展的新模式,实现城市的可持续发展,就成为人类文明延续的重要途径。在传统城市发展模式受到越来越多诟病,生态文明理念成为全球共识和时代主题的背景下,基于已有的低碳城市、园林城市、绿色城市等城市发展模式,进一步探索城市发展的新模式成为人类社会发展的客观要求。在城市发展的新时期,城市必然是"社会人文系统—自然系统—经济系统"三位一体的复合系统,城市发展模式必然是集低碳目标和生态理念于一体的低碳生态城市的发展模式。

City is the important carrier of human civilization, for a long time, exploring the new city development model to make city more sustainable is an important way continuing human civilization. Traditional urban development pattern has been questioned, the notion of ecology civilization has become the global consensus and era theme. Based on the existing pattern of urban development, such as Low carbon city, garden city, green city, ctc, it has been the objective requirement of the human society development to explore new city development mode. In the new time, the city must be the compound system of ＂3D＂, which assemble the social humanistic system, the natural system and the economic system, the city mode must be the model of Low-carbon Eco-city Development, which couple low carbon targets and ecological concept.
