摘要
《中国企业境外森林可持续经营利用指南》(以下简称《指南》)的非强制性一直为利益相关方所关注,如何最大程度地发挥其指导作用,促使中国企业落实相关要求成为工作的重点。文中介绍了《指南》的要求与作用、国外自愿性指南的激励经验,讨论了我国目前实施《指南》存在的问题,提出了建立激励机制的建议,认为需要发挥各方的作用,包括政府、协会、金融、非政府组织等。
All interested parties have put concerns on the non - compulsory nature of the Guide to OverseasSustainable Forest Management by Chinese Enterprises, and how to give play to its role as a guide for urgingChinese overseas enterprises to implement the Guide will be the focus of the next - step work.
